Fisher Associates was tasked with assisting in the development of a comprehensive strategy for the Shipping Division within the Ministry of Public Infrastructure, Land Transport and Shipping. (2009)
The Shipping Division had grown by accretion over the years and undertook three main functions:
- Maritime safety, including the Ship Register - a regulatory function.
- Shipping development - an economic / commercial role.
- Seafarer training - an educational activity.
Our reporting was structured to provide a number of discrete deliverables:

- Volume 4: Performance Based Budget
Mersey Maritime appointed Fisher Associates to assess the contribution of the maritime sector to the Merseyside economy. The contribution was based on the direct, indirect and induced economic impacts. (2006)
The methodology relied on a combination of questionnaires, interviews, database interrogation, and benchmarking using other port economic impact studies.
The analysis showed that 1,001 limited companies are located in or near the local area and involved in the maritime sector in Merseyside. The largest concentrations of maritime-related businesses are in Liverpool, Sefton and Wirral.

Advice to IMO Technical Cooperation CommitteeWe were contracted by the Angola representative to set out the basis for the formulation of a strategy towards strengthening the linkage between the IMO’s Integrated Technical Cooperation Program, and the UN’s Millenium Development Goals. It defined maritime objectives and development indicators, to enable evaluation of the contributions of the maritime transport sector, and maritime transport targets and implementation strategies. Irish Sea Shipping InitiativeWe worked on development of a joint project with the Irish Maritime Development Organisation, the Welsh Development Agency and Mersey Maritime. The initiative investigated potential for international cooperation in three key areas:
- Developing new routes and enhancing the existing network.
- Irish Sea Cruise Ground.
- Education Training and Skills. (2005)
Participated in Ireland's 2020 Marine Foresight Programme, organised by The Marine Institute and the Irish Maritime Development Organisation. This convened international teams delegates to identify the research, development and innovation projects for Ireland's maritime future. (1 Fisher, 2005)
