Value for Money Audit, Jersey Coastguard

Jersey Coastguard is a branded service provided by Jersey Harbours. Its primary purposes are to:

  • Encourage safety at sea.
  • Monitor activities in Jersey's territorial waters.
  • Coordinate an emergency response when required.
  • Provide pollution response.

Jersey Harbours commissioned Fisher Associates to undertake a Value for Money (VFM) audit of Jersey Coastguard. VFM is high when costs are relatively low (good economy), productivity is high (good efficiency) and successful outcomes have been achieved (good effectiveness). Value for money audit centres around these "3Es".

Put another way, the questions posed were:

  • Can cost be reduced yet the same output provided?
  • Can greater output be achieved for the same cost?
  • Does the service provide what such a service should provide?

Our report provided a full set of recommendations, which we developed into an Action Plan. (2010)

Stevedoring Services Review, Jersey

Jersey Harbours appointed Fisher Associates to prepare an independent assessment of the efficiency and effectiveness of stevedoring services in the Port of St Helier. The assessment involved: consultations with key stakeholders; collection of statistics / development of performance indicators; preparing a report with conclusions and recommendations. (2009)

Ramsey Marina Economic Impact Study, Isle of Man

We were engaged to undertake a comparative economic impact assessment of two proposals for impounding water in Ramsey Harbour to create a marina. (2009)

A new marina and associated mixed-use development would provide new business opportunities, areas of economic activity and support the wider regeneration of Ramsey. Subcontracted to Hyder, the study was required to identify the level of additional economic activity that would be generated from each option and demonstrate the cost / benefit trade-offs. The benefits were measured in terms of:

  • The stream of direct income from mooring charges and ancillary services, produced by island residents, visiting vessels and events.
  • Additional spend by yacht owners and visitors on retail, entertainment etc.
  • An estimate of the overall indirect and induced benefits through additional economic activity in marina locations and elsewhere in the economy, based on the multipliers used by the Isle of Man Government and English Partnerships.
  • The likely number of additional jobs that will be created as a result of the marinas.
  • An estimate of the direct tax benefits that would result from the additional economic activity.
  • The additional exchequer benefits to the Treasury that will accrue from visitors, under the revision to the Island's Common Purse agreement with the UK.

Commercialisation Study, Jersey

We were appointed by the States of Jersey to undertake a review of Jersey Harbours. This focused on practical recommendations for improving performance, and the development of a financial model to appraise Jersey Harbour's future ability to be self-funding in the light of its likely capital commitments.

The study included an assessment of the potential for further private sector participation in the Port of St Helier, and particualry in the future development of the marine leisure industry. It also considered improvements in institutional arrangements, including application of Municipal Ports Practice as adopted in Engalnd and Wales. (2008)

Ship Registry Expansion / Superyacht Study

The States of Jersey commissioned Fisher Associates to carry out independent research into the business case for expansion of the Jersey Register of British Ships.

The terms of reference require evaluation of the market potential and benefit to the Island economy, the States Treasury and Jersey Harbours of developing the Jersey Shipping Registry, considering potentially sustainable increased market demand in the Superyacht sector and other sectors of the Registry business.

The study involves analysis of the Superyacht market, and assessing the link between Registry growth and new related business which would be based in the Island such as: (i) ship brokerage; (ii) ship and charter management; (iii) crew management; (iv) marine insurance; (v) company and trust management utilising tax efficient structures; (vi) survey and certification; (vii) local marine leisure growth and tourism; (viii) high net worth individual residents; (ix) other .... (2007)
