Maritime Services Cluster in London
Welcome to the web page for this study. The Corporation of London commissioned a study into the Maritime Services Cluster in London (more about clusters) in January 2004. It was completed and published in August download press release.
The objective was to provide a detailed understanding of how the cluster functions, how it competes with rival centres, and what measures, if any, might be necessary to ensure that it maintains its current pre-eminence. It was conducted in close co-operation with Maritime London.

During the course of this study, we engaged with numerous businesses, through various means such as interviews, workshops, and by questionnaire.
Maritime commerce in London broadly covers several distinct activities:
- Shipping: ship owning (UK and foreign owners); ship management (commercial and operational); ships agency services (cargo and ship / port based); chartering; ship broking (ship, cargo, sale & purchase (S&P)); and surveying. These relate directly to the carriage of goods and the operation and chartering of vessels.
- Professional Services: insurance (hull, protection and indemnity (P&I)); legal (maritime law, dispute resolution); and financial (finance of ships and cargoes, banking and accountancy).
- Support Services: specialist publishing and media; research and consultancy; education.
- International Maritime Governance: This involves self-regulatory, pseudo regulatory and regulatory organisations (either national statutory or through international convention). Typical examples would include Lloyds Register, Baltic Exchange, International Maritime Organisation (IMO), Flags etc.
- Many industry associations for both shipping and maritime professional services are also based in London
Taken as a whole, the cluster offers an impressive array of services to meet the needs of the maritime supply chain download diagram.
The methodology relied on five key steps and one supporting activity:
- Conceptual definition
- Quantitative analysis – based on research, database interrogations and questionnaires
- Qualitative analysis – through interviews and questionnaires
- Appraisal of competitiveness – based on the analyses
- Policy implications
- Literature review
