Advice to IMO Technical Cooperation Committee

We were contracted by the Angola representative to set out the basis for the formulation of a strategy towards strengthening the linkage between the IMO’s Integrated Technical Cooperation Program, and the UN’s Millenium Development Goals. It defined maritime objectives and development indicators, to enable evaluation of the contributions of the maritime transport sector, and maritime transport targets and implementation strategies. Logistics Cluster Strategy for Sri Lanka

We were appointed to develop a strategy for the development of Sri Lanka as a regional distribution and logistics centre. This work forms one component of the Colombo Port Development Project being undertaken by Scott Wilson, financed by the Asian Development Bank. (2004)

Review of Ferry Company, NW Europe

On behalf of Dynamar Consultancy BV who were contracted by EC DGVII, provided project co-ordination, and legal & financial analysis for a review of State Aid and proposals for restructuring. (1998)

Lake Shipping Privatisation, Eastern Africa

We were appointed by the Commonwealth Secretariat to assess privatisation of services operated by Tanzania Railways Corporation on Lakes Victoria and Tanganyika. These former a major inland shipping resource for Africa.

Although the Lake context is different to the maritime one, many of the issues for development of services were common. For example, with respect to transit traffic, Lake transport was only one cog in the intermodal transport chain. Container cranes were already in place at the main ports, and it might just be a matter of time before vessels designed for container transport were introduced.

Fisher Associates role included management of the study, review of shipping markets, a financial review, and assessment the options for and viability of privatisation. (1997)

Vah River Navigability Study, Slovak Republic
Provided project economist reviewing traffic potential and financial viability of investment in inland waterways for EC Phare project, subcontracted to Arcadis Consulting Engineers. (One person, 1997)
