For those countries that have capability in internationally traded maritime services, such as shipbroking and marine law, the need to protect and enhace this skills base, and replenish it through the education system, is a vital element of remaining competitive.
Many countires which are upskilling have specific strategies or intentions to develop their professional maritime services sectors - Singapore, Dubai and Ireland are notable examples.

The following assignments have had a significant education and skills component:
Fisher Associates was tasked with assisting in the development of a comprehensive strategy for the Shipping Division within the Ministry of Public Infrastructure, Land Transport and Shipping. (2009)
The Shipping Division had grown by accretion over the years and undertook three main functions:
- Maritime safety, including the Ship Register - a regulatory function.
- Shipping development - an economic / commercial role.
- Seafarer training - an educational activity.
Our reporting was structured to provide a number of discrete deliverables:

Fisher Associates was appointed by Halton Borough Council to assess future skills needs generated by 3MG (Mersey Multimodal Gateway). (2007)
This is a major new rail / road freight handling and logistics park at Ditton covering roughly 180 hectares. It will build upon the established assets of the location to create a sustainable 21st century freight park which is a flagship for the region and which will create up to 5,000 new jobs.
To support this, Halton Borough Council and its partners established a 3MG Skills Steering Group in order to understand the current and potential future skills needs of the logistics, warehousing and distribution, freight and haulage companies that will be inward investing into the site. Our brief was to
- Identify the current demand for skills from logistics sector related companies in Halton.
- Identify the likely future demand for skills by volume and vocational area from logistics companies locating on the 3MG site over the next 2 to 3 years.
- Make a quick audit of the provision / training available in Halton for Apprenticeships, Further Education and Train to Gain (from across the North West) and through specialist providers such as Logistics College North West, highlighting any gaps.
- Make recommendations of how these future employment opportunities can be made accessible to Halton’s long term unemployed adults resident in NRF areas.
Fisher Associates was appointed by the UK's Department for Transport to deliver training in port governance to the Board members of three Municipal Port Boards. This can be downloaded below. (2007)
Fisher Associates was retained by UKSA to undertake a study into the future potential of the Superyacht market, and the implications for training demand. Based upon a review of the market prospects, the aim of the research was to (2007):
- Assess the size of the market for MCA training.
- Assess the competitive environment.
- Identify growth opportunities for UKSA and suggest a development strategy.
- Assess resource developments needed.
We worked on development of a joint project with the Irish Maritime Development Organisation, the Welsh Development Agency and Mersey Maritime. The initiative investigated potential for international cooperation in three key areas:
- Developing new routes and enhancing the existing network.
- Irish Sea Cruise Ground.
- Education Training and Skills. (2005)
