Establishment of Ferry and Water Taxi Company, Abu Dhabi City, UAE

Abu Dhabi Water and Electricity Authority (ADWEA) wished to investigate the feasibility of establishing a company to provide ferry and water taxi services forAbu Dhabi City and its surrounding islands. It therefore commissioned Fisher Associates, in association with Atkins and BMT Nigel Gee, to prepare a feasibility study on establishing ferry and water taxi services. (2010)

The methodology included:

  • Market Assessment to identify possible passenger uptake based on specific projects and developments located in the area.
  • Technical Assessment to evaluate and sift a range of options, ensuring that the preferred operations have been properly tested against alternatives.
  • Business Strategy setting out the key strategic choices and options.
  • Financial and Economic Appraisal with a sensitivity analysis.
  • Recommendations on preferred options and key risks.

Value for Money Audit, Jersey Coastguard

Jersey Coastguard is a branded service provided by Jersey Harbours. Its primary purposes are to:

  • Encourage safety at sea.
  • Monitor activities in Jersey's territorial waters.
  • Coordinate an emergency response when required.
  • Provide pollution response.

Jersey Harbours commissioned Fisher Associates to undertake a Value for Money (VFM) audit of Jersey Coastguard. VFM is high when costs are relatively low (good economy), productivity is high (good efficiency) and successful outcomes have been achieved (good effectiveness). Value for money audit centres around these "3Es".

Put another way, the questions posed were:

  • Can cost be reduced yet the same output provided?
  • Can greater output be achieved for the same cost?
  • Does the service provide what such a service should provide?

Our report provided a full set of recommendations, which we developed into an Action Plan. (2010)

Structural Review, Port of Shoreham

Shoreham Port commissioned Fisher Associates to undertake a Review of Structural Change in response to the requirements of "Modernising Trust Ports [second edition]". This required the Port of Shoreham to report to the UK Department for Transport on its analysis of structural change, and to explain and justify its intended course of action.

We assessed the opportunity for structural change at Shoreham Port, and the impact that this might have on enhancing efficiency and value from assets. We considered various options for the Port of Shoreham, for example remaining a Trust Port as is, or a variation of this, and other institutional / ownership models. The review included (2009/10):

  • The performance of the port.
  • Key proposals for structural change and the rationale for these.
  • Conclusions and recommendations.

Dorset and East Devon Waterborne Transport Scoping Study

Dorset AONB partnership appointed Fisher Associates to investigate the long-term potential for waterborne passenger transport along the Jurassic Coast World Heritage Site of Dorset and East Devon, for both functional and leisure journeys, enabling integration between waterborne and surface transport. The work involved (2009):

  • An assessment of the market potential.
  • Review of issues connected with vessels and landing facilities that are needed to operate services, and the constraints that impact on these.
  • An assessment of barriers.
  • Recommendations and conclusions.

Port Masterplan Market Assessment, Port of Shoreham

We were appointed by Shoreham Port Authority via subcontract to Hyder to prepare an Opportunity Study as a basis for the market analysis for Shoreham's port masterplan. This work was based upon (2009): 

  • Statistical analysis of trade, and traffic moving through other ports in SE England.
  • Discussion of potential markets with SPA and key port users.
  • Desk research into new opportunities such as offshore wind farms.

The methodology concentrated on answering two key questions:

  • How much potential port traffic is there in the port hinterland that is suitable for handling at Shoreham?
  • How effectively can Shoreham compete for this traffic against other ports?
