Fisher Associates was tasked with assisting in the development of a comprehensive strategy for the Shipping Division within the Ministry of Public Infrastructure, Land Transport and Shipping. (2009)
The Shipping Division had grown by accretion over the years and undertook three main functions:
- Maritime safety, including the Ship Register - a regulatory function.
- Shipping development - an economic / commercial role.
- Seafarer training - an educational activity.
Our reporting was structured to provide a number of discrete deliverables:
- Executive Summary
- Volume 1: Baseline Review
- Volume 2: The Strategy
- Volume 3: Implementation Plan
- Volume 4: Performance Based Budget
Mauritius Ports Authority was in the process of letting an international concession for operation of most of the facilities in Port Louis. It appointed Fisher Associates to (2009):
- Review, propose changes to, and advise on proposed terms and conditions for the RFP and concession contract for a container terminal and other services.
- Advise on the main "heads of terms" for the concession agreement.
We were appointed in association with local lead consultant KPMG to prepare a tariff study for CHCL. It determined appropriate tariffs level for captive cargo, and included a competitive review of port handling charges in the region. (2009)
We were contracted by the Angola representative to set out the basis for the formulation of a strategy towards strengthening the linkage between the IMO’s Integrated Technical Cooperation Program, and the UN’s Millenium Development Goals. It defined maritime objectives and development indicators, to enable evaluation of the contributions of the maritime transport sector, and maritime transport targets and implementation strategies. Logistics Cluster Strategy for Sri LankaWe were appointed to develop a strategy for the development of Sri Lanka as a regional distribution and logistics centre. This work forms one component of the Colombo Port Development Project being undertaken by Scott Wilson, financed by the Asian Development Bank. (2004)
