The UK's Port Marine Safety Code (PMSC) and its associated Guide to Good Practice provides clear guidelines for marine safety, and is adopted by all UK ports. It is increasingly seen a demonstration of international best practice overseas (e.g. we have applied it in Ireland). (2009)
As part of the process of updating the Code, DfT in consultation with key stakeholders including the British Ports Association, determined that it should be extended to include advice on incident investigation. Fisher Associates was therefore appointed to:
- Give detailed consideration the developing draft guidance from previous stakeholder inputs, including the order & content.
- As far as possible, to refer to and be consistent with material available on Government websites (e.g. Home advice on PACE), to minimise the chances of any discrepancy.
- Make suggestions for improvement and effectively reconcile everything into a useful and practical document.
The Inland Waterways Advisory Council (IWAC) required evidence of the existing funding arrangements in place for the navigable inland waterways of England and Wales, and the navigable canals of Scotland.
IWAC therefore appointed Fisher Associates, in cooperation with Ian White Associates, to gather evidence of the existing types & amounts of funding & income for the following study targets:
- The navigable inland waterways of England and Wales and canals of Scotland.
- Organisations whose activities are dedicated to the current public use of the navigable inland waterways (i.e. inland waterway museums and community boat organisations).
IWAC proposes to use the evidence to inform its thinking and so assist its provision to the UK and Scottish Governments of options likely to result in long-term sustainable funding, with maximum social benefit. (2008/9)
Port Masterplan Policy Review, EnglandOn behalf of the lead Regional Development Agency for transport in the UK (Advantage West Midlands), Fisher Associates undertook a review of the Department for Transport's consultation paper on guidance for port masterplans, and prepared a draft response, under subcontract to Atkins. (2008)
The guidance seeks to facilitate planning for significant port developments, and help to overcome information asymmetry and difficulty of coordination between stakeholders. The guidance is intended to ensure early and effective coordination of ports' plans with regional, local and network providers' planning, and awareness of needs for relevant impact assessments. It should do this by encouraging dialogue / consultation that would otherwise occur piecemeal.
The RDA's draft response was framed in the context of their mission to spread economic prosperity and opportunity throughout the nine regions of England. The draft response considered:
- How port masterplans interface with the RDA's mission, in the context of the forthcoming broadening of their role.
- The relevance of ports to the RDAs, particularly in respect of their economic contribution, and drawing conclusions on specific points that might be reflected in port masterplans.
- A point-by-point response to the key questions posed by the consultation.
We were appointed by a confidential client to undertake a review of Irish Sea ferry services. The review considered key vessel deployments and service options on one of the main Ireland-UK Corridors, and considered key strategic, demand and cost drivers for the main players. It also considered the development of terminal operations in a key port. (2007)
Port Governance Training / Advice, UKFisher Associates was appointed by the UK's Department for Transport to deliver training in port governance to the Board members of three Municipal Port Boards. This can be downloaded below. (2007)
